ECMOSS : Surveys on labour costs and wage structure - 2021
Data description
The survey for the year 2021 (and carried out in 2022) is in the 'structure of earnings' format (ESS 2021). The data requested were the following:
1- An "establishment questionnaire" on wage policies (type of collective agreement applied etc.) and staff representation (existence of trade union delegates, staff representatives etc.);
2- An "employee questionnaire" covering the main components of employee remuneration (gross annual salary, bonuses, etc.), employer contributions (provident fund, etc.), working hours (paid hours, holidays, etc.) and individual information on the employee (type of contract, supervisory position, etc.).
The ESS 2021 data, together with the ESS 2022 data, the data from the survey of employees in the state civil service (FPE 2022) and the data from administrative sources, form the file transmitted to Eurostat for the Structure of Earnings Survey 2022 (SES 2022). The SES 2021 data are "aged" by one year to be representative of the vintage requested by Eurostat.
In the "Labour Cost" format, the data requested are the following:
1- The "establishment questionnaire" concerns labour costs and their main components (social charges, social complements and allowances);
2- The "employee questionnaire" covers the main components of remuneration and employer's contributions and working time (remuneration and charges, time worked during the year)
Statistical population
The scope of the Ecmoss surveys covers employer establishments belonging to a company with at least 10 employees, in sectors B to S of NACE-Rev2, excluding the State civil service.

Data compilation
The tables sent to Eurostat always use two successive annual surveys. They are therefore based on observations surveyed in the survey year (N) as well as observations surveyed in the year before (N-1). The earnings variables observed in year N-1 are updated ("aged") to be representative of year N.

In order to assess their relevance, Ecmoss surveys are reviewed every four years by the National Council for Statistical Information (CNIS) and the Official Statistics Label Committee. This council and committee check the interest and statistical quality of the operation, its process, the statistical and accounting standards and the tests of the questionnaire carried out before the survey. They also ensure that consultation has taken place with the partners concerned. They issue an opinion of opportunity, a label of general interest and statistical quality. The Label Committee may also grant a response obligation, which ensures that the survey results are more representative.
The CNIS has issued a favourable opinion on the Ecmoss surveys. The Official Statistics Label Committee has awarded these surveys the label of general interest and statistical quality and the granting of mandatory status.
