This project aims to assess the impact of the French high-speed broadband plan on companies located in low-density areas in France. It specifically aims to examine the impact of the roll-out of the plan on companies’ behaviour and performance. Three dimensions of companies’ behaviour are examined: their digital usages, their innovation processes and their choice of location. Company performance is considered in the broadest sense of the term, since we analyze their economic and financial performance as well as their growth mode. In terms of geography, we focus on the impact of HSBB on companies located in low-density communities, which benefit from a public HSBB roll-out. The effects are assessed using quasi-experimental methods of public policy assessment.
