ENIACRAMS : National cross-scheme sample of supplementary income and minimum social benefits

The National cross-scheme sample of supplementary income and minimum social benefits (ENIACRAMS) is an annual panel of current and former beneficiaries of supplementary income and social minima of working age, based on administrative data collected from the organizations that manage these minima (CNAF (National Family Allowance Fund), CCMSA (Central Agricultural Social Security Fund) and Pôle emploi (French Employment Agency), RNIPP (the National Individual Identification Register) of the National Institute for Statistics and Economic Studies (INSEE), and the INSEE All-Worker Panel. ENIACRAMS is used to monitor changes in the situation of individuals, not only in terms of supplementary income and social minima, but also in relation to unemployment (whether indemnified or not) and employment (only salaried employment until 2016 and extension to non-salaried employment from 2017). The first period of ENIACRAMS was created in 2002 and included recipients of supplementary income from work or social minima registered on December 31st, 2001. In 2019, the longest trajectories, based on situations observed on December 31st of each year, therefore cover eighteen years: 2001 to 2018. The scope of ENIACRAMS covers the whole of France. For the Active Solidarity Income (RSA), the Job Bonus and the Disabled Adults' Allowance (AAH), the statistical unit is the administrative recipient (i.e., the person receiving the benefit) or their spouse, if applicable. For the other benefits, the statistical unit is solely the administrative recipient.
