The National Recipients Sample (ENA) is a panel tracking individual recipients over 9 years (from 2008 to 2016). The data includes, for each selected family: their resources per individual, the benefits they received for the last two semesters and their socio-demographic characteristics. The data thus contribute to a better understanding of the population of recipients and their families, to a better idea of the duration of benefit collection and to an assessment of the cost of the reforms implemented. However, the data have inherent limitations because they are derived from administrative data on people already receiving benefits. The sample is drawn annually from all family benefit funds in France, from recipients who received at least one legal benefit during calendar year N. It includes: couples without children or single individuals receiving benefits from the CAF; families with one or more children receiving housing benefits or other family benefits; and all families receiving benefits from the CAF. However, the sample does not include certain recipients of family benefits who are attached to any special regime or to the agricultural regime.
