RP NVCAL : New Caledonia population census

This census provides an observation of the population and their environment at a given point in time, and measures any changes since the last census. It has three main objectives 1) to gain a good understanding of the New Caledonian population: how many people live in New Caledonia, the official population of each commune, the characteristics of the population and of housing; 2) to define the operating resources of the communes: State and government participation in the local budget, as well as the number of elected members of the local council, the number of pharmacies, etc. to be able to make decisions that are appropriate for the community: to define the main guidelines for public policies (particularly in the areas of early childhood, employment, training, social and healthcare protection, community establishments, civil protection, etc.) and to plan the development of the necessary establishments (schools, urban development, transport, etc.).
