Jean-Luc Tavernier hands over the reins of INSEE’s General Management to Fabrice Lenglart

Jean-Luc Tavernier is leaving INSEE after thirteen years at the helm. Throughout these years, he has consistently supported initiatives to improve access to official statistics data for researchers and national and international institutions in charge of statistical studies and evaluations.

This has been the case, for example, in legislative amendments, for access to tax data, with the assistance of the Comité du secret statistique, and for the adoption of the article of law introducing the hashed NIR for matching purposes. The latter system has met with growing success, and has already led to the creation of a number of new matched sources that are particularly innovative and rich in terms of enlightening public debate, whether through public statistics or research.

Extended access to data for researchers could not be achieved without taking into account data security and protection, and thus the protection of statistical confidentiality. To achieve this, a system was needed to provide these guarantees, and this was an essential prerequisite. In 2012, the CASD began to benefit from Equipex seed funding (part of the “investissements d’avenir” program) for its operational set-up and development. Jean-Luc Tavernier supported this development in terms of access to detailed official statistics data.

x55 (no, it’s not an acronym for a year of promotion at a well-known school, but a multiplicative factor): in 2012, less than a dozen data sources were available to researchers; today, more than 550 data sources are available on CASD, i.e. 55 times more in 13 years.

We would like to thank Jean-Luc Tavernier for his 13 years of action in favor of open access to data for researchers, and for his support of the CASD since its creation and whenever it was needed (and there were many).

We would also like to congratulate Fabrice Lenglart on his appointment as Director General of Insee. During his previous positions at Insee, France stratégie and DREES, we often had the opportunity to exchange views with Fabrice Lenglart on data access for researchers and data matching. We welcome him to the GIP CASD General Assembly, where Insee represents the French State.
