In recent years, effective management of agro-climatic risks has become crucial in light of the increasing impacts of climate change. Crop insurance quickly emerged as an essential tool. In Europe, most EU member states encourage their farmers to insure themselves by subsidizing insurance premiums. Despite the subsidy and the frequency of risks, crop insurance coverage has remained low in France. This led, in 2022, after the late frost episode of April 2021, to a reform of the insurance coverage system with the aim of preserving farms and France's food sovereignty. This PhD project is part of this reform. Its objective is to evaluate the reform through the co-reinsurance pool under construction, the preferences of young French farmers for crop insurance, and the impact of the reform on the welfare of French farmers.
