The issue of extreme poverty remains a blind spot in economic research on income and wealth inequality. Recent studies have focused more on the opposite end of the distribution — understanding the economic mechanisms behind the emergence, growth, and persistence of very large fortunes. This relative absence of academic work on the most vulnerable populations is partly due to the lack of data that would allow for a thorough and quantitative analysis. Yet from an economic perspective, it is precisely the situation of the most disadvantaged that is crucial for assessing social welfare and, in turn, for designing the fairest and most effective public policies. Our project aims to address this blind spot by leveraging several sources of administrative data, notably from social agencies (such as the CAF) and tax records.
