Since the 1990s, the defence industrial and technological base (DITB) and the geopolitical environment have evolved considerably, with a growing role for civilian innovations and the professionalisation of the armed forces. In this context, we aim to study policies supporting defence activity that seek to strengthen French innovation and production capacities, as well as policies aimed at stabilising military workforce.
The DITB is a granular and heterogeneous environment, made up of numerous SMEs as well as major prime contractors. Its study requires access to detailed firm-level data, together with rich matched datasets, in order to identify as precisely as possible the interconnections between innovation, recruitment, and investment needs. Finally, the absence of a stable definition of the DITB means that firms adjacent to the defence sector must also be identified (beyond EDIS/EID).
