The System of Information and Automated Processing of Basic Data on Housing and Premises (SITADEL) is a database that lists all construction operations for residential use (housing) and non-residential use (premises) subject to the building permit procedure. SITADEL data is supplied by all the information collected in local councils concerning urban planning acts. It is mainly information on building permits, but also on declarations of works, demolition permits and subdivision permits. SITADEL aims to measure construction in order to meet the various needs of studies, forecasting and planning. It provides precise locations for new housing and business premises. It is used to accurately estimate the supply of housing by type of accommodation and to forecast its evolution. It is also used to measure and forecast the activity of the construction sector and to guide public policies issued by the ministries in charge of urban planning and housing. SITADEL provides information on the main characteristics of new construction operations; housing, in terms of the number and surface areas authorized or initiated, according to the type of construction, designated use, the project owner, etc., and premises other than housing, in terms of surface areas authorized or initiated, according to the project owner and the type of work. For building permits, all the events in the life of the project are tracked from the filing of the application to the completion of the work. The information in SITADEL is available at an individual level (lists of permits) or aggregated to the local area, the employment area, the EPCI (Public inter-municipal cooperation establishment), or the French department.
