Data description

The survey measures the production of industrial goods and services in value and quantity, according to a more or less fine level of product nomenclature.

Production is measured by turnover of enterprise, according to :

• sales of industrial products (manufacturing, mining and quarrying industries) in value and quantity ;

• other sales of industrial products ;

• installation and fitting of industrial products ;

• repair and maintenance of industrial products ;

• sales of non-industrial products and services.

Sector coverage

This survey covers the economic sectors of industry excluding agri-food industries and sawmills, according to the French Nomenclature of Activity (NAF) rev.2 :

• mining and quarrying (section B) ;

• manufacturing industry, excluding agri-food industries and sawmills (section C) ;

• electricity, gas, steam and air conditioning (section D) ;

• water, sanitation, waste management and depollution (section E).

The survey population is made up of all enterprises in the industrial economic sectors (excluding agri-food industries and sawmills), as well as non-industrial enterprises with a significant secondary activity in industry.

Comparability - geographical

At national level: CPF45 and PRODFRA results can be used for geographical comparisons, provided that the share of estimates is not too large depending on the level of detail analysed.

At the European level, the possibility to compare PRODCOM results between countries can only be determined by Eurostat.

Comparability - over time and CC2. Length of comparable time series for U

This survey is not intended to be used to produce long series. The results are difficult to use for comparison over time because of the changes in nomenclature that have occurred since the survey was created in 2008 :

• changes in the PRODCOM list are possible every year, with many changes during the revisions of the Combined Nomenclature that occur every 5 years ;

• change from CPA rev2 to CPA rev2.1 in the 2016 survey.

At national level, the results are always disseminated in pairs : results for year N and year N-1 in nomenclature N. The comparison over 2 years, down to the finest level, is therefore guaranteed. However, no further backcasting is done.

Temporal comparisons can then easily be made by going back to 2016 for the CPF45 level, and over only 2 consecutive years for the PRODFRA level. For any other comparison, one should be very careful about nomenclature changes.

Source data

The target population of the survey is made up of all enterprises contributing to French industrial production. The sampling frame is taken from the statistical business register (SIRUS) which determines the scope of business statistics based on the information available in the national register of legal units and establishments (SIRENE). The sampling frame thus composed of industrial enterprises, or non-industrial enterprises but with an important industrial branch, comprises about 150 000 legal units. Of these, about 36 000 are surveyed, covering 90% of French production for each industry sector.

Data compilation

The disseminated results are obtained by summing the output of all in-scope legal units. No weighting is therefore used, but the imputations of non-surveyed and non-respondents.

Every unit/product couple is then estimated at the beginning of the campaign (adjustment for total non-response). These estimates are then replaced by the respondents' answers, once the questionnaires received have been validated.

For total estimates (total non-response), the value of the sold production is estimated with the value of the previous year, multiplied with the evolution of the unit's turnover from the VAT source, if this information is available, otherwise with the rate of evolution in the unit's sector, again from VAT. The same methodology is applied to the sold quantity and total quantity. It is then assumed that the product structure remains unchanged. If the unit never responded before, there is no estimation.

For responding units, the questionnaires may be adjusted for partial non-response :

• breakdown of billings by economic mode : either the N-1 data are used if they exist, or 100% of billings are allocated to a particular model, depending on the type of product ;

• sold quantity : either the unit price N-1 is applied if it can be calculated, or a median unit price is applied to the billings ;

• total quantity: either the sold quantity is used if it exists, or the total quantity N-1 is used, to which the evolution of billings is applied if it can be calculated. The adjustment is only made if the sold quantity and the total quantity are expressed in the same unit.
