Réflait : Milk references by producer and purchaser of cow's milk

From 1979 to 1981, Community exports of butter, butteroil and milk powder reached record levels. In 1982 and 1983, the collection highly raised due to the healthy state of the markets and the rise of milk price paid to the producers. Yet, during those two last years, the exports to third countries significantly decreased, especially for skimmed milk powder. Therefore, in the end of 1983, the European Economic Community (CEE) was at the head of a very important amount of skimmed milk powder and butter. To avoid an unlimited rise of collection and stocks, and a severe prices decrease, the Community Concil voted the introduction of a dairy production control system in 1984. This new mechanism defined a general framework planning a distribution by states of « quota », called « overall quantity warranty » in Community regulation. Many possibilities were left to the choices of the states. It has been introduced for five campaigns starting from 1984/1985, increased to 8 campaigns, and then extended several times until 2014/2015 campaign.
