The Statistics on income and living conditions (SILC instrument) is the French part of the common EU-SILC instrument. It was introduced in 2004 to take over from the former European Community Households Panel (ECHP) that was carried out until 2001. The system is based on a general survey face to face which covers household income (previous calendar year), financial situation and living conditions. It allows to have a better understanding on the level and composition of poverty and social exclusion and permits to establish reliable and relevant comparisons between the Member States.
