LAMARTINE is an ambitious research project aimed at measuring and evaluating land use and building regulations, as well as analyzing their socioeconomic and environmental impacts on urban growth, mobility dynamics, and greenhouse gas emissions. It pursues four main objectives: (1) to collect and provide systematic and harmonized data on urban planning regulations, leveraging recent advances in artificial intelligence; (2) to estimate an optimal tax base based on land value by predicting the value of all land parcels in France; (3) to study the consequences of these regulations on real estate markets, urban growth, and mobility behavior; and (4) to assess their implications for spatial equilibrium using quantitative models.
